Friend's computer doesn't have all of the new features in the latest Windows 11 update

The update released recently (KB5030310 Windows 11 Cumulative Update Preview Build 22621.2361 (22H2)) installed on my friend's computer (along with mine) and on my computer, I have all the features that were said to be released in (KB5030509 Windows 11 (22H2) configuration update - September 26, 2023) even though it says I have KB5030310.

I have the new file explorer and updated emojis, copilot, settings, etc, but my friend's computer only has the updated settings app. The emoji selector looks old, but when the emoji is typed the new emoji appears. The file explorer and notification center are still old.

Why is it that I have the KB5030509 features even though KB5030310 installed on my computer (and why aren't the features on my friend's computer)?

Does your friend have any tweak apps/software installed that is preventing some features to fail or not show? Just a thought.

Microsoft is rolling out the new features in stages.
There's no rhyme or reason for who get the newest features and who doesn't.

I'm on 22621.2361, and all I got was the new "Windows Backup".

For example... I didn't get CoPilot, but, I removed (blocked) Cortana, ages ago.
That may have something to do with it.

Neither did I. Chat was supposed to disappear, but it's still there.

It doesn't look like I got much of anything with this update. Oops, Settings has changed its appearance and is offering some stuff that doesn't look all that 'portant.

I've never bothered with Cortana one way or the other and it doesn't look like I got CoPilot either. So . . .

Chat is still there on 22621.2361, but it is gone with 22631.2361 in Release Preview channel, replaced by Teams.

That explains it . . . I haven't installed any Previews on this computer.

Copilot has nothing to do with Cortana, I never used or installed Cortana and I got Copilot on 22621.2361 and 22631.2361.

Note that it does not show on the 2 builds if I use a local windows account, while that was never a problem with Beta or Dev builds.
Anyway if you want to try out Copilot there is a simple command to use.

Win + R and enter the command below, or create a shortcut on the desktop.

I am currently using version 22621.2361, which only has one feature available natively - the support for 7zip.

All users, including those on Stable or non-Stable channels, will receive all features on Oct 24th via a KB release.

My current version from Patch Tuesday [yesterday 10/10/2023] is Version 22H2 Build 22621.2428 [KB5031354] on 2 Desktops and 2 Notebooks, Pro and Home.
