Clicking the arrow at upper right beside the ? toggles between 2 choices on my Win11 Pro, however it is when closed usually is how it opens.

Maybe you on the Leaked build (22000.1).

Run winver by pressing :win: + R, and typing winver, and screenshot it here.

I have the new Explorer, but my Windows 11 PE has the Win10 Explorer.

That's odd. It looks like both of you have old File Explorer view. Mine looks totally different. Didn't I read something about a bug where the new File Explorer doesn't get displayed after an upgrade? Note that in my case, I did a clean install of Win 11 and it looks like this:

That new look for Explorer is called the 'Command bar' and replaces the Ribbon seen in Windows 10. All my W11 machines are fully up to date and have the Command bar, whether they were a clean install or upgraded to 11 from 10. You should have it too.

See if this tutorial helps restore it.

If not, then check for corrupted system files using the command SFC /ScanNow in an elevated command prompt.

You could also try signing in to another account and see if it is the same for all users. If you do not have another account, then create a new local account as a test.

I did Brink's registry tweak and restarted my computer still it did not work. I did sfc /scannow in command prompt as administrator no corrupt files found. I have only 1 user account on my computer. I am using local account.

I've done it but by running the .exe file from within File Explorer [while Windows is running].

I have only 1 user account on my computer. I am using local account.
You should create another local account as a test, sign in to it, and see if it looks the same. If that has the correct command bar then there is no problem in the install of Windows. The problem is in your User Profile.

You can delete the test user afterwards, if you like, or if you want to keep it then make it an administrator. It's always useful to have another way in should your main account get corrupted and lock you out.

Can i inplace upgrade repair install?a problem

If the problem is in your User Profile then an in-place repair install is unlikely to fix it. It would do no harm to try though.

not to say that you didnt... but are you positive you erased your partition and completely reinstalled windows on a fresh partition? if not, it is possible some modifications carried over (if you simply did "reset this pc", etc). use winaero tweaker > Windows 11 > enable ribbon > uncheck this box
and
> context menu > remove default entries > share (modern sharing) > uncheck this box

*also, i know start11 or startisback11 (cant remember which one) lets you keep the mica effect but enable the ribbon... you dont have that installed, right?

install winaero and check those 2 and reboot then uncheck and reboot and post back.

I did create new local account still did not work. I did in place repair install it did not work. Maybe the registry tweaks messed up the new File Explorer. I have my registry tweaks zip file attached. How I do undo registry tweaks? Can you please give me undo registry tweaks?

Frustrated. It reverts back to old File Explorer by itself after I used registry tweak files the one I had my zip file attachedthen restarted my computer. I did not use 3rd party customization tools. I forgot to create system restore point. My system restore has been off since after I clean OS. I am using SSD. My SSD has plenty of space. I did checked my SSD with Crystal Disk Info but my SSD is healthy.

So maybe the registry tweaks may be the culprit.
