there is no APP in the Play store at the moment, I was just gonna set my new phone up and No go. they must have pulled the old one but wheres the new one? I even looked under Microsoft in the list of ALL their apps and nothing

Search "Phone Link" (without the quotations, of course), it's there in Microsoft Store.

Yeah the windows one is there but I mean the app i need to put on my android phone?? Its not even in the Play store anymore so how can i connect my phone to my PC without it? unless they pulled it cause your just going over wifi and dont need that app on my phone anymore?

if i could send you a screenshot of my phone i would but searching for exactly that in play store it isnt there. I have a brand new android phone with version 11 on it. strange. i was using it with my last phone which was only android 9 and it worked perfect.
