Cannot turn Tamper Protection off even though I'm an administrator

I am the only user and no school/work accounts have been added to it. I'm trying to turn off Tamper Protection so I can turn off Real-TIme Protection so I can download an application without Windows thinking it's a virus because it has executable files. Anyways, when I try to slide the option for Tamper Protection off, it just slides right back to on again. Like I said, I'm the only user and I'm an administrator. Does anyone know how I can turn it off?

I had a similar problem a few months ago when downloading applications from github and elsewhere. In my case it wasn't the Tamper Protection causing the block, it was the SmartScreen filter that MS Defender uses. The way round it is either
1) initiate the download and allow the file to be flagged as "Unsafe" then Right-click the item in the Downloads link, and select "Keep" or "Download Unsafe file."
Or
2) Disable SmartScreen.
