Despite my efforts, I am unable to format USB 28gb

I tried different types of partition manager software just to format this USB, but nothing is working.

Two weeks ago, it was working perfectly

The size of 28GB is not common but a partition of that size can be accomplished. The usual Thumb drives come factory-formatted as 4, 8, 16, 32, 64, 128, or 256, some even larger. It's generally considered as double the next smaller capacity. Windows has a partition size limit of 32GB using FAT32, there's other ways of getting FAT32 on larger drives, I have a 500GB HDD with just one partition formatted as FAT32. The common formatting in Windows is NTFS but exFAT can also be used.

Try deleting all the partitions on the USB drive... then, try to format the unallocated space. :-)

I have an old Corsair 16GB USB stick, that doesn't like to be formatted unless it's all unallocated space.

But the one thing you didn't show, was attempting to format it as NTFS.
I use that a lot, on Flash Drives.
All my Utilities FD's and all my OS Install FD's are formatted NTFS.

Over the years, I've had to Trash several USB Flash Drives, as well as one SSD, because they just DIED.

The main issue with USB drives was when using them on PC and my now-defunct Mac OS X [don't know about the newer macOS] as Mac OS X could read NTFS but not write to them without installing another program. The last USB External HDD I got came with the package marked as usable on PC and Macintosh, 4TB formatted as exFAT.
