AOMEI's free version doesn't allow you to create a bootable USB and it looks like one called Gandalf’s requires a $20 donation. Is there freeware that might work to create a bootable usb?

You can create a Windows 11 Preinstallation Environment media using Win10XPE.

Try Download Sergei Strelec's WinPE - MajorGeeks There is a password at the bottom of the download page you need to Open the Archive then you can Burn the ISO image using Rufus.
Inside the Boot Disk are several apps including Macrium Reflect. In this app there is an option to Fix Windows Boot Problems

WIN 11 and MBR?
If you are running an UEFI system any PE with commandprompt will allow you to recreate the EFI with just 1 command.
Any Backup & Recovery Tool that doesn't allow you to create a Rescue Medium (USB) is worthless!

There is something called create recovery usb or words to that effect in win11. It copies winre.wim to usb stick and copies in the necessary boot files from %windir%\boot folder. That will do to get to cmd prompt if that is what you are after.

It can be done manually but might as well use the little program included in win11 to do it for you.

Tutorial here. In step 4 Don't Check Back up system files to the recovery drive, and you will get a bootable stick with winre.wim functions

Are you sure you mean mbr? Windows 11 runs on uefi. If you mean a boot device where you can repair the UEFI bootloader, you can either boot from Windows 11 installation media and use command prompt OR hold down shift key during boot and enter recovery where you can also use command prompt.
