Solved HELP! I'm brain-dead from troubleshooting a power problem. What am I missing?

Background - A friend brought me a i5-1135G7 Dell All-in- one that would not wake from sleep. Cold boot required every time. No logs are generated.

Computer was upgraded from 10 to 11 last year. This guy does nothing but email and very light browsing maybe 30 minutes twice a day. He couldn't even tell me when this problem started.
He wanted me to reinstall 10 since he didn't like 11 so I did a clean install of 10 with a local account. The sleep problem remained.

Here's what I have done trying to figure this out.
1. all power options set correctly to balanced. I have restored default settings for this plan. Verified sleep and turn off display are correct as well as 'choose what power buttons do' Fast startup disabled.
S3 sleep enabled per powercfg report, Both mouse and keyboard (wired) set to allow device to wake from sleep
2. Reset UEFI bios to default. Updated UEFI bios to latest version. Replaced cmos battery.
3. Used Dell Update to update all driver and firmwares
4. I enabled hibernate, The computer will not wake from hibernate either.
5. Computer is currently set to never sleep and turn off display after 10 minutes. These settings work fine and at least will keep the owner from having to shutdown until he is through for the day.

At this point, it's my thinking the issue is related to cpu or motherboard. Does anyone out there agree or think differently.
I first thought the problem would be related to S0 modern standby since these all-in-ones use laptop components, but S0 is not supported by firmware.
I think I have over-thought the situation until I am brain-dead. Someone tell me what I've missed.

I don't know... DELL or Intel for that matter.
But there are also sleep settings in the BIOS.

In MY BIOS they are under Advanced > APM (Advanced Power Management).

I think @Try3 is the sleep problems guy... if memory serves.

The only obvious things I didn't see mentioned are the keyboard and mouse. Have different ones been tried? The last AIO I had to work with was an iMac from 2010 with a damaged screen, ended up junking it.

I'm not sure I can be of any help here but, have you set these in control Panel:
(these are mine so, play around with the notebook you have)

Please run the V2 log collector and post a share link.

b) get_powercfg_info

I couldn't remember what right I did on my HP PC when it had a similar sleep problem (shutdown/sleep).

But the procedure I have done, just google then tried one-by-one. couldn't remember which step was right one. One of them was working. (kind of hardware related, wake mode of NIC, USB, WIFI , , , . had tried all hardware's power management)

Yes when I updated bios and reset to factory default, I looked at that. I believe the default settings have sleep set correctly, These settings were never changed when he had 11 as he would not have known how.

Two things you have not listed as trying is running sfc and troubleshooting. Try running the old troubleshooter instead of the new one in settings. In run type msdt.exe /id PowerDiagnostic and if it reports fixing somethings then rebooting. Good luck.

@zbook Here are the logs. That computer is not currently connected to the internet so I'm having to put the tools on a flash drive, transfer to that computer to run the tools, transfer the files back to flash drive, back to my PC to write this post and include links. As I said I'm really brain dead at this point so hope I didn't screw up.

3 -4 day Windows 10 installation.

There were 7 unexpected shutdowns and restarts without BSOD.

If you did not perform manual power offs then run the Dell full diagnostics.

@glasskuter You're probably aware of how to run full diagnostics on a Dell computer when not connected to the internet. This from Dell...

To run the ePSA diagnostics, please turn off the system, hold down the "Fn" key on the Keyboard and press the Power button at the same time. You shall not find any error message while running any of these tests which is indicative that the hardware on the machine is running fine.

OK guys, I ran old troubleshooter recommended by @Dru2 All it reported it did was to re-enable sleep at default sleep time. After the diagnostics and a restart, I put computer to sleep again, and once again it would not wake up. I let it automatically sleep. Same thing. No wakeup from KB, mouse. When this happens the only way to get the PC on is to remove power cord, It seems like it's gets in some kind of half state. No lights are on at this time.

@TraderGary I installed Support Assist and diagnostics ATP. I then ran the Dell pre-boot diagnostics, ATP.

@Dru2, I did run SFC when the PC was running 11 and it ran clean. I did not run SFC immediately after a clean install of 10 as this is a virgin installation except for running windows update and installing 7Z..

To add to this madness I read where the C-state setting in bios was what affected how the cpu handled power states. Not being other than average in my knowledge of hardware I didn't know that (I damn sure do now) I was hoping turning that disabling C-states might be my answer, but the PC still would not wake

That is exactly correct. I did have to remove power cord a number of times due to the sleep issue as well as normal shutdown through both the power menu and the power button.. Shut down works correctly. Restart works correctly.

This system is out of warranty and the owner is tighter than a tick on a dog's butt. He said he wasn't spending any money on it and conned me into trying to fix this thing for nothing.
I've put a lot of time into it and you guys were my last resort .He's just going to have to use it the way that it will work, not the way it's supposed to work. I really do think this is a CPU related issue or a funky Dell bios. But if it's the latter it crosses over 2 different bios versions.

No hot tea @zbook but coffee with hazelnut & caramel creamer which are usually my comfort devices. I've drank so much I'm jerking around like a brain-dead cat on hot bricks. At this point, I'm thinking I'd be better off pulling out the tequila. This will drive a woman to drink.

I truly thank all of you for all the good suggestions. I'm hollering "uncle" on this one. I hate to say it because I'm not one to easily give up. It's not in my nature. If I feel differently tomorrow, I'll go back over all your advice to make sure I didn't miss anything.
