I have a windows 10 pro computer. I want to install windows 11 as a fresh copy formatting the ssd totally. How would I do this? How much would windows 11 pro cost?

Welcome to Eleven Forum.
Windows 11 Pro will cost you nothing. Any PC with Windows 10 Pro activated by a digital licence can clean install Windows 11 Pro and it will activate from the existing digital licence. There is no change to the digital licence, it applies equally to 10 or 11.
See this tutorial for how to do a clean install. If you wish to wipe everything from the drive then at Step 11 delete all existing partitions, then install to the unallocated space thus created.

However, you could equally well upgrade your existing Windows 10 Pro to Windows 11 Pro. That would save you having to reinstall all your software.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022.
My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB ssd, supported device running Windows 11 Pro.
My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 4GB RAM, 128GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro 22H2 Insider Beta as a native boot vhdx.

Have you checked that your PC is a supported device for Windows 11? UEFI secure boot, TPM 2.0 and an Intel 8th gen or newer processor is required (or similarly for AMD, their newer processors).

While it is possible to bypass these requirements and install Windows 11 on an unsupported device, there is a risk that at some future time Microsoft may stop providing updates to unsupported devices. If the PC is unsupported for Windows 11 it may be better to stay on Windows 10, which is fully supported until October 2025.
