PC is freezing when installing 4090

That might be your problem
Who are you responding to?

The Cablemod cable works well. I got it mainly to reduce the bulk of running 4 PCI-E cables into the adapter. Even though I'm not into "cable management".

I have an update for everyone... I have gotten the system to work, to some degree. I have put the GPU in the PCIEX1 slot instead of the PCIEX16 slot and the GPU works and I can actually game. and there are no artifacts or freezing. but there are two problems. the hardware doesn't fit in my case anymore due to the size of the GPU and its new positioning putting it over 1 inch past the motherboard. Secondly, and most importantly, the GPU will not pull more than 147 watts. Even when gaming on ultra settings. As a small test, I played Battlefield 2042 on ultra settings with DLSS on running at 2560 x 1080 resolution. the performance overlay says that I am hitting 99% GPU usage but only pulling 147 watts max and getting a measly 40 to 55 FPS average and sometimes dipping below 30. I know something is wrong since the performance is so low.

Why would the PCIEX16 slot have such problems when the other slots work fine? I haven't changed any other setting besides the placement of GPU. I put the old mobo back in and tested this and got the same results. (same exact motherboards). I do not have anything plugged into the top M.2 slot.

I also installed a new gamemax RGB smart 1300W 80 Plus Platinum PCIE 5 ready with a dedicated 12VHPWR cable rated at 600 watts, no change to performance

Why would the PCIEX16 slot have such problems when the other slots work fine? I haven't changed any other setting besides the placement of GPU. I put the old mobo back in and tested this and got the same results. (same exact motherboards). I do not have anything plugged into the top M.2 slot.

The PCIEX1 slot is wired as PCI-E X1. It has only a single PCI-E lane, even though it is physically the same size as an X16 slot. It's not suitable for a high-end graphics card. I don't know whether the severely limited bandwidth is responsible for the limited maximum power draw.

The PCIEX1 slot is also run off the motherboard's PCI-E, rather than the CPU's.

I only guess what your problem is. If you get the same result on two motherboards, that suggests that the CPU is partially fried. (Unless both motherboards have been damaged.)

I hope that you didn't use the wrong ends of the 8 pin CPU power cables. I haven't checked the pinouts on them, but I suppose they're like the PCI-E cables; solid plugs at the PSU, twoX4 pin ends at the MB.

One suggestion: if you try to get a warranty CPU replacement from Intel, it will be denied if you used a RAM frequency above the specified maximum for the I9-13900K, which is 5600MHz. (I did something like that last year.) If you used an XMP above 5600MHz, you'd have to decide how honest to be with them.

Sorry that I can't be more encouraging.

1st, Which slots are your NVME drives using
2nd, when you say you "Re-Imaged" with windows 10 then windows 11 what do you mean by 'reimaged' do you mean "reainstalled" or is this an image you have built and used yourself, been given, or perhaps obtained from somewhere?

3rd, what version of BIOS are you using and is it the latest?

4th, have you managed to test the GPU in another machine? this is either a faulty build or a hardware fault confirming the validity of the GPU would really be helpful, though I know isn't always possible. that said, do you have another gpu you could try, doesn't have to be the same spec/model.

Maybe you should try this cable as Ive read quiet a few people having issues with black screens and BSOD with the original cable that comes with their GPU and with Cable Mods cable. They changed it to this a Corsair one and all or their problems have disappeared, its worth a shot as it could be a cheap fix.
I'm running one of them with my Asus RTX 4090 Tuf into an old Corsair AX1200i without any issues on a 12th Gen

Good idea. The cable(s) that he got with the 4090 seem a bit weird to me. Over the years I've seen tons of issues with Y and tri cables, especially cheaper ones.

Still assembled, still runs. Haven't turned it on for 13 years?

It's not clear whether this cable is appropriate for use with an eVGA PSU. I wouldn't try it myself, unless I could verify that the pinouts match.

I'm using a Cable Mods cable specific to eVGA supplies. Works well, even when I have the 4090 set to 133% power limit (600W).

If I was replacing the PSU, I'd go for an ATX 3.0 one, with the built-in 12VHPWR cable. It'd be a lot tidier, as well as purpose made.

(Later: I see that the OP has done exactly that. To no avail.)

But I still suspect that "Boomstix" has partially damaged his CPU and/or MB. Maybe by connecting power cables incorrectly.
