It may not apply to you at all but while searching for something else, I ran across an obscure web article regarding game stutter after 23h2.

For grins and giggles, I would also test with co-pilot disabled to see if it makes a difference. Co-pilot has been the cause of some weird stuff for some people. Enable or Disable Windows Copilot in Windows 11 Tutorial

If I may just to clear something about RAM. IMC (Internal Memory Controller) is in the CPU not on MB. In consumer CPUs there are 2 memory channels, using all 4 RAM sticks uses both memory channels and at higher RAM frequencies it may overload, overheat and become unstable. If you must use 4 sticks, you have to use lower frequency, either manually or use lower XMP. Maximum frequency in case of 4 sticks is usually default IMC frequency without OC. DDR5 comes now with higher capacities, 32GBand higher.
PS, Use only RAM that comes in kits of 2 or 4 for full compatibility and preferably from QVL list for MB and CPU.

For common motherboards, dual channel operation is obtained with 2 DIMMs. (4 DIMMs is still dual channel. You'd want two pairs. Each pair should be of equal-sized DIMMs, but the two pairs need not be of the same size.) Did you mean to suggest otherwise?

Looking at the supported RAM list for the OP's motherboard, there is some DDR5-6200 spec'd for 4 DIMMs. (That's above the base frequency, but not extreme.) I have no personal experience as to whether that RAM will actually support that frequency with 4 DIIMs, but I hope that it can.

DDR5 motherboards seem to be finicky about RAM. I recall seeing some boards that have only 2 DIMM slots. The boards are for overclockers, intended for use with highly clocked RAM. (Still dual channel.) It's true that populating 4 slots may require a lower memory clock. I think that my Z690 board may automatically limit the RAM frequency if 4 DIMMs are installed. (It was true for an older Z690 board I had.)

A possible source of confusion about DDR5 is that it is described as already having 2 channels for a single DIMM. They are 32 bit channels, though, while DDR4 and before had a single 64 bit channel. You'd still want to use a pair of DDR5 DIMMs for best performance.

If any of this is inaccurate, correction will be welcome.

You need to check consistently using an installed game or benchmark that your PC is working as expected. To separate out what maybe ISP issues like large pings.

I have been using 3DMark for a very long time, there are reasons for this:
1. Goes thru every 3D graphics effect your Card is capable of.
2. Produces a timeline graph of CPU and GPU usage, CPU and GPU temperatures.
3. Comparison with people that have similar hardware. If your result is within the normal distribution of smilar hardware then you know things are OK.

WoW like most online games has modest graphics requirements to ensure a large player base.
In 25 years of using Nvidia drivers never found one that did not work. They issue maybe 12 a year.
50% drop in frame rate is nothing much, e.g. could simply be a change in an Anti-aliasing setting.

Your sound drivers are on Gigabytes support pages for your MOBO, you know that. They will be the best ones for your Gigabyte board.

BIOS F10 has an update to CPU microcode revision 11D from a little research. From an analysis of the F10 BIOS with UBU:

B0671 is the CPUID for your processor.

11d has a patch for the Intel downfall vulnerability. This patch significantly affects performance. I believe this is probably the source of your issue,

You could try rolling back the F7 BIOS update and see if that fixes the performance.
