Solved Windows Lockscreen and Background won't stay on Spotlight

Background: I can select Picture, Slideshow, Solid Colour. If I select Spotlight it immediately goes back to the previous selection.
Lock screen: Accepts all 3 choices. Slideshow and Picture remain selected if I close and re-open Settings. If I choose Spotlight, when I close and re-open Settings it has gone back to Picture.
I have gone through all the steps to fix it, so I suspect that there is a service which is disabled.

Unfortunately I have already tried that, unsuccessfully. Tried logging out of my Microsoft account. Doesn't help.

In both Background and Lock screen Windows knows that Spotlight is not available and won't let me select it.

TPM 2.0 simulated on ASUS MB. Compatibility Assistant was 100% happy. Spotlight has been working for years.

I was just pulling ideas out of my head. I do not know if there could be a connection with compatibility or not. I just know we've had multiple threads about the same issue after recent updates and no one has reported back whether they solved it or not.

It seems to me something is keeping the troublesome machines from syncing with MS servers which is where spotlight comes from and of course, that's through MS account. For grins and giggles, sync your clock to see if that might make a difference. (again another wild idea) But Brink's tutorial says it takes 24 to 48 hours after resetting for Windows Spotlight to sync again.

If you come up with a solution, please report back so we'll know. So far my spotlight has had no issues.

Found a solution (via Dynamic Theme). Delete GlobalUserDisabled from HKEY_CURRENT_USER\\Software\\Microsoft\\Windows\\CurrentVersion\\BackgroundAccessApplications
Now I can select Windows spotlight. Just waiting for the first image to download.
And it has just downloaded. (I have uninstalled Dynamic Theme, so it was definitely that registry setting.)
