Lenovo Thinkpad Windows 11 upgrade stops - No Error

I've tried upgrading Windows 10 Pro to Windows 11 many times and it always fails at about 20% after a reboot. The Lenovo image displays then it just stops. After a couple of restarts it reverts back to Windows 10. I've got 100+gb disk space available and have removed most non-microsoft apps including Bit Defender anti-virus. The laptop meets Windows 11 upgrade specs.

The setup log files from the panther folder are attached.

If you don’t have any personal data on the machine, why not do a clean install?

I'm keeping the clean install as plan B. I'm guessing it will take a day or 2 to get all my apps reinstalled and working as they are now, so I would like to keep trying to get the upgrade to work.
