30 second delay for Ethernet/Internet

Win11 Version 23H2
When I restart my machine, it takes around 30 seconds for the network connection to become active. This is 30 seconds AFTER the display is stable.
The delay happens on Ethernet and wireless connections. It also happens if I disable/enable the adapter card.

I've tried lots of things and nothing seems to fix it. Does any have clue of what's going on or what I can do to troubleshoot this further?

It could be one of the services causing the problem, this video proposes an easy to try solution to restore critical Windows services to their default state.

I haven't had any luck over there so trying elevenforum to see if I can get some things to try.

Thanks for posting. Tried that and it didn't fix it.

I presume you have updated BIOS and firmware along with LAN drivers<

One way to check connectivity, is to immediately run this command after your initial logon or resetting the network interface:
ping -t 172.67.71.151

That IP address is one of Elevenforum's servers. If you can ping it, but not open the site in the web browser, then it's probably your ESET security software.

I've seen it happen a few times with clients and it was caused by the setting of the default Home page, changing to the page of the ISP they subscribed to fixed it. I also saw it happen once with a client using a VPN, just takes a bit of time to get everything started. I'm not too OCD for anything less than a minute.

True, the Operating System usually has to have drivers fully loaded first, and that also includes Linux.

I'm, pretty sure this is a Windows OS issue and not the hardware or cable. I can boot from a Live Linux USB and the network comes up instantly.

But my installed Linux is more like Windows, just a short period before notification that the connection has been established. And it makes a difference with what the ISP has provided, my service is Wireless DSL and the company terminal is 80 miles away.

Still don't think it has anything to do with my ISP. I have 400mb/s internet service over cable, plus 2 other windows machines that don't exhibit the problem. Never had this problem before as it just started doing it about a week ago

Fixed! There was a software package installed on my machine called "npcap". I unistalled it and the problem went away.

NPCAP belongs to a category of network packet capture tools. Some 3rd-party software for managing a networked smart device will install it.

NPCAP is often associated with Wireshark or Fiddler. If memory serves, it loads a bunch of stuff to allow the adapter to operate in "promiscuous mode" (see all traffic on the local segment or Wi-Fi local domain -- one of my favorite TCP/IP neologisms, BTW). That's what takes all the time. If you don't need it, it's OK to skip the whole shebang as you've done.

The dreaded make ethernet act like dial-up when initializing issue, which I've seen before, since what is suspected of being an update in Windows 7! Yes, the issue has been around for that long!

I don't see any issues with my LAN but sometimes the connection to the Internet will take a few seconds to be active. But then I use 25Mbps Wireless DSL through a PoE Modem to the antenna [actually a dish-type] and the main connection is done at the ISP 80 miles away.
