I am replacing my sata hard drive with an ssd on an hp 590 desktop. I made a good image of the present drive.. so I want to remove that drive, use winpe to restore
the latest image to the new ssd drive. My HP only has one data port, so I have no way to partition or format the new drive. So its going in vanilla. My question is whether aomei winpe bootable media will even see the new ssd drive if it is without a partition or format. Both drives are 1 TB and the new one will be bootable. I have always restored to a disk where it is taken down during the restore but never tried it when the new drive in unpartitioned unformated and unallocated.

It will see the new SSD as unallocated. Just restore the backup image. Its been a while using Aomei. I use Macrium now.
You haven't filed up the winpe Aomei to take a look?

Usually, yes.

But if your new machine has 11/12/13/14 gen intel,

read this

which means installation media boot.wim or your aomeii bootable wim or any other bootable wim files wont be able to see the disks unless they have the drivers loaded.

Did you create you winpe using this method:
I just tried it, and works great. I imaged my Windows in short order. The whole winpe is only 480mb.
