Cross Device Support Host Stuck on Pending

I'm on an MSI GE68 HX 13V running windows 11 pro version 23H2. When I turn the switch to on in mobile devices (in the settings app), windows informs me it has to install the cross device experience host. But there is no progress bar after that, and it simply says pending under the on switch. Nothing happens after that. I've contacted microsoft and they weren't able to help. I've tried disconnecting and reconnecting phone link. I've run DISM and SFC scans. I've tried a clean boot. Nothing is enabling me to install this feature. Is there any way to download the cross device experience host from another source I can reach via a browser? I'm attaching screen shots for anyone who doesn't know what I'm referring to.

This is one of the requirements from the tutorial

"Your Phone and your PC both need to be connected to Wi-Fi network (directly or via router)."

Are you connected via WiFi or Cat6 cable?

Is your phone Android or iPhone?

The message I got was from the MS site (Link) and Not the Settings in Windows.

Download and install the program from the link I posted. It seems that in order
to have a connection, you need a program to be the intermediary between the
phone and PC/notebook.

Go to Settings / Apps / Default Apps,do you see the app in the list?
If yes then, make it as Default.

As I stated before, I know nothing about this process but, will try and help if I can.
I appreciate your help. I have no issues with phone link. That is working like it is supposed to. What I am having a problem with is a relatively new feature that apparently just began rolling out this month. It allows you to use your phones camera as a web camera apparently. But when I contacted ms support, no one knew anything about it. So I am looking for answers on my own at this point.

Are these the March or February updates?
It seems that the March updates are a bit finicky.

I'm not on the insiders channel. So why would the option be available to someone who isn't an insider?
