Am setting up new laptop and coming across things I do not fully understand.

I have never used a laptop outside the home and do not intend to. Regarding the Random Hardware Addresses - no matter how many times I read instructions for usage I am left more muddled.

Please could someone advise the sensible options in the settings I should select for my situation.

If you're in a public environment, enabling Random Hardware Addresses creates a fake physical address that's shared with the WiFi network. Some free WiFi providers make money by selling data on your browsing activity, tied to your PC's address. By using a random address, it's harder for them to track you.

When you're at home, school, or work -- disable this setting because you want those WiFi networks to trust you based on your true address.

Random Hardware Addresses is entirely optional. But it's intended for when you're in the library, shopping mall, airport, coffee shop, etc.

I have disabled Random hardware addresses.

Could I also ask whether selecting 'Public Network' is the best option in my case?

When you're at home, make sure Windows sets your wired or wireless network as 'Private'. This means you trust all the computers on the same network, and will allow services like file sharing, printing, remote desktop without special permissions.
